I agree with this entire post except the fact that it makes teachers unions sound like a universally bad idea. Unions may make it harder to fire unqualified teachers (which is bad), but they also protect teachers who are doing things well from losing the few rights they have left.
Let's start by never certifying unqualified teachers in the first place and then firing them won't be an issue :)
